HARTFORD, Conn.
State Senators on Wednesday authorized $ 263 million in the necessary links to the revision of the University of Connecticut Health Center and turn to the installation of Farmington in a bioscience research centre.
The proponents of the so-called Connecticut Bioscience initiative, a project of $ 864 million, driven by Democratic Governor Dannel P. Malloy, said that the investment is necessary to assist in the creation of permanent jobs estimated 16,400, build on existing bioscience of the State and the pharmaceutical industry and contribute to making the State a national leader in the field.

But the Republicans, the minority party in the General Assembly, said that the project was being pushed without appropriate validation. Also, they have interviewed important spending and whether the State can afford to make a huge when investment it faces billions of dollars in bonded debt and budget deficits.
"I believe that we must be careful with travel only for the sake of motion", said Senator Joe Markley, R-Southington. "I don't know how we can think that this investment of money meaning that in the circumstances".
Malloy is the last Governor to adopt a plan to overhaul the UConn Huskies Health Center, built in 1961. The site includes the schools of the University of Connecticut medical and dental, John Dempsey hospital and ambulatory services. The Centre has required millions of dollars in State aid over the years to keep financially afloat.
Legislators State last year allowed 340 million under the plan of the former Republican Governor M. Jodi Rell restructure health centre complex. This money will now allow fund the vision of the Malloy of the redesign of health, more than 203 million in private funding, 69 million raised by the UConn Huskies Health Centre and 33 million from the UConn Huskies health network centre.
Malloy proposal calls for a major renovation of the Dempsey hospital and the addition of a tower of care to patients and more than parking. It also greatly expands the bioscience research and training centres, increases student registration in medical and dental schools and creates a new program of the graduate student loan forgiveness practiced in Connecticut.
Malloy, in a written statement after the vote of 24-11 Wednesday, called the proposal "a win-win investment".
"It will provide 4 000 jobs per year over the next six years, it will create economic growth in the long term with 16,400 jobs by 2037 and it will help stabilize the finances of the Health Centre," said.
Senator Tony Guglielmo, a graduate UConn Huskies and big booster of the school, said that he was emotionally torn by elections but finally decided to oppose this project.
"We really have the money", said Guglielmo, R.-Stafford Springs, urging Malloy disposal of plans for a busway planned the new Britain to Hartford and use this money to help pay for the redesign of the health care Centre. "We are greatly indebted."
Senator Eileen Daily, D-Westbrook, the co-Chair of the Committee on Finance of the legislature, assured his fellow senators that the State can afford the project. She said that there is more than 4 billion in the remaining capacity of binding, under the law of the State.
Also, Senator Beth Bye, D - West Hartford, said that other capital projects will be be discarded. She said overall borrowing will increase by this project.
"This is exactly why we have liaison, to invest in projects that have a long-term benefit," says Bye. "It is an investment."
The Bill now turn to the House of representatives for suite to give.
